I suppose you could google "Dubai polyamory," in case there might be any poly groups local to you. Also you could try OKCupid. I have to say, though, it will probably be hard to find someone. Those who are poly probably have to keep it hidden for the most part. It might be easier to not worry about whether someone's poly, just go out and meet people. Then you can tell them about poly and they can think about it.
