what should my friend do?

My friend still has feelings for his ex-girlfriend, who is dating some other guy - his roommate. She's still trying to figure out what she wants as well. Should my friend stay and hope she takes him back, or leave and try to find happiness with another?

It's really up to him, but normally in this sort of situation I recommend, "Don't hold your breath waiting for some other person to make a certain desired change in themselves; just go out and live your life." If the ex comes around before your friend finds someone else, well then lucky her. If not -- well heck we have polyamory for that!

They are broken up. So he really is not staying in anything. There is nothing here to stay in.

When ready to feel something new? He could change his behavior and allow a new feeling to ensue. Whether the new behavior is to stop holding out for her or to start date other people or both or something else... Up to him what behavior he wants to do next.
